  18. <p>     For 17 months, Saddam Hussein has pounded the rebellious
  19. Shi`ite Moslems of southern Iraq. But last week President Bush
  20. made good on his promise to keep Baghdad from bombing the
  21. rebels, declaring that any Iraqi fighter crossing south of the
  22. 32nd parallel would be shot down. As of week's end allied
  23. pilots reported no Iraqi aircraft in the "no-fly zone." Saddam's
  24. only comment: "We will choose the appropriate method and timing
  25. to confront this unjust, hostile decision."

  29. <p>     For decades Canadians have been worried that the
  30. French-speaking province of Quebec would secede and the country
  31. would fall apart. Last week Prime Minister Brian Mulroney and
  32. 10 provincial premiers finalized an agreement aimed at keeping
  33. the 125-year-old confederation intact. They agreed to
  34. constitutional reforms that would provide greater autonomy for
  35. Quebec, more political clout for the country's less populous
  36. regions and self-government for aboriginal Canadians.
